Seeking qualifications for both Owner’s Construction Testing and Commissioning Services for a new 2 story 82,000 sq. ft Administration Building. Indicate on qualification package which service is being applied for.
Electronic Statements of Qualifications will be received by Pitt County Government, Attn.: Mr. Kenneth Brann, Assistant County Engineer, Developmental Services Building, 1717 West Fifth Street, Greenville, NC 27834, up to 3:00 p.m., Thursday, October 22, 2026, for the:

JKF Project No. 2024-14
In order to offer architectural, engineering, or landscape architectural services in response to this solicitation, the proposing firm must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in the State of North Carolina.
The Owner will take into consideration qualification information including:
- Specialized or appropriate expertise in the type of project.
- Past performance on similar projects.
- Adequate staff and proposed team for the project.
- Current workload and Public projects awarded.
- Unit Price/Hourley Rate Schedule for Services.
- Proximity to and familiarity with the area where the project is located.
- Other factors which may be appropriate for the project.
Proposing firms must submit a Letter of Interest and a current Standard Form 254 (SF 254) with the information package.
Required information shall be submitted electronically prior to the date and time noted above concurrently to Kenneth Brann ( ken.brann@pittcountync.gov ) and John K. Farkas, AIA ( jkf@jkf-arch.com ) . PDF format should be 8-1/2" x 11" pages. The Letter of Interest should not exceed ten (10) single-sided pages or five (5) double-sided pages plus the SF 254. Size of the PDF shall not exceed 18 MB.
The Owner reserves the unqualified right to reject any and all qualifications.
