GSA establishes $4.5 million blanket purchase agreement for FMCS application development, maintenance, and modernization

BETHESDA, MD, UNITED STATES, October 5, 2026 /EINPresswire.com/ -- HORUS Technology Solutions, Inc. (HORUS) has been awarded a firm fixed price blanket purchase agreement (BPA) to provide application development and support services to the Federal Mediation and Conciliation Service (FMCS). The General Services Administration's Office of Centralized Acquisition established the BPA on behalf of FMCS after competing the requirement among GSA Schedule contractors. The agreement has a ceiling of $4.5 million, a base year that began September 8, 2026, and three option years that would extend performance through September 7, 2030.

Under the BPA, HORUS will maintain and enhance the applications FMCS uses to carry out its mission, including systems that support case management, arbitration services, financial disclosure, and Freedom of Information Act requests. The work covers operations and maintenance, new development and enhancements, AI integration, DevSecOps, cloud migration, and security and compliance support across the agency's Microsoft 365, Power Platform, and Azure environment.

It also provides mediation and other conflict resolution services directly to federal agencies.
